Dr Gemma Galdon-Clavell is a public policy analyst. She specialises in the social, legal, and ethical aspects of data-intensive technologies. She is the founder and director of Eticas Research and Consulting, which employs 30 people with diverse expertise. Her organization collaborates with various institutions. These include the European Commission, the European Agency for Fundamental Rights, and the Open Society Foundation. In recognition of her work, she was a finalist for the 2017 EU Women Innovators Award.
Gemma Galdon-Clavell has led over ten significant research and development projects and serves as a scientific and ethics expert for the European Commission’s Directorate-General for Research and Innovation. She is also a member of the advisory board for Privacy International and Data & Ethics.
Her research focuses on creating socio-technical frameworks that integrate legal, social, and ethical considerations throughout the processes of conception, production, and implementation. Trained as a policy analyst, Gemma Galdon-Clavell has worked on issues related to surveillance, human rights, the social impact of technology, smart cities, privacy, security policies, resilience, and policing. Her recent academic work explores topics such as surveillance in urban areas, local security policies, community policing, security at large events, and the connection between privacy and technology within smart cities.
Gemma Galdon-Clavell completed her PhD at Universitat Autònoma de Barcelona. Her focus was on surveillance, security, and urban policies. She also holds a master’s degree in public management and previously directed the Security Policy Programme at the Universitat Oberta de Catalunya (UOC). Additionally, she has experience working with organizations like the Transnational Institute (Amsterdam), the United Nations Institute for Training and Research (UNITAR), and the Catalan Institute for Public Security. She teaches at several international universities and is a member of the Latin American Network for Surveillance Studies. Furthermore, she frequently shares her insights as an analyst on television, radio, and in print media.
