Paul is an Economist and Director of the Institute for Fiscal Studies (IFS) since 2011. (The IFS is considered by most as the leading independent economic research and analysis organisation in Britain and was the first organisation to win the Prospect “Think Tank of the Year” award)

The Oxford graduate has worked in the economics field his entire adult life and has been published extensively. Areas covered are the economics of public policy (with income distribution as his particular focus), pensions, tax, public finances, social security, climate change, and education.

Other roles taken on by Paul and bodies he has been involved with include the Pension Provision Group, the council of the Family and Parenting Institute, the Youth Justice Commission, the Commission on taxation and citizenship, and the Commission on Living Standards.

He is also currently visiting professor in the Department of Economics at University College London.  As well as a previous period of work at the IFS his career has included spells at HM Treasury, the Department for Education and the FSA.

Paul is currently also a member of the committee on climate change and the Banking Standards Board. He was an editor of the Mirrlees Review of the UK tax system.
